The Susan Randolph lectures on measuring development explain how the SERF Index works. She created this index with the help of her colleagues in an effort to learn about the scope for countries to improve lives without raising per capita income and by translating resources more effectively into extending the freedoms laid out in the Universal Declaration of Human Rights.

The economist is also an associate professor and Director of Undergraduate Studies at the University of Connecticut. She works within the department of Agriculture and Resource Economics, specializing in the subject areas of development economics and welfare economics. She is also the co-director of the Economic and Social Rights Empowerment Initiative.

She also served on a short-term basis as a consultant to the Office of the High Commission on Human Rights, which explains the expertise exhibited on universal human rights in the Susan Randolph lecture.
